You can get these layers from Auckland Council's Open Data site or their Geomaps public GIS viewer.

Hi Paul,

I would recommend that you contact the Council Geospatial Team directly. You can find their contact details at https://www.aucklandcouncil.govt.nz/geospatial/geomaps/Pages/default.aspx.
Note that the Open Data Portal is currently not functioning and is being updated as a result. I can imagine this has been causing frustration for yourself and other users if this problem has not been publicised. I suggest you send a screenshot or an address of the area you are interested in to get faster service. The data owner of the overland flow paths and flood prone areas is my manager, who provided my email as a contact for queries related to these two datasets. Maps of all flood risk-related datasets and others can also be printed straight from the Geomaps viewer.

The link provided to you is the Auckland Council Website and the file is still NOT FOUND 404:
